المؤتمر الخليجي الأول للرعاية الشاملة لكبار السن 2016

الأهداف

  • Adopt a common Gulf and Arab media policies among Arab organizations, the League of Arab States and the Gulf Cooperation Council Countries (GCCC) to raise awareness with respect to the elderly's health and the definition of all that ensures a healthy environment and integrated comprehensive care to the elderly and their caregivers.
  • Promote the concept of healthy active aging stage aging within health care professionals, the general public and society.
  • Discuss the social role of Arab organizations, civil society organizations and national committees concerned with the welfare of older persons and their care.
  • Reach visions and clear decisions providing the optimal management for the care of the elderly through scientific communication between scientists and researchers.
  • Achievement of best media practices related to the social marketing of up to date geriatric health care.
  • Contribute to the endorsement of legislations and laws that will protect the care for the elderly in the GCC countries.
  • Approve the right of elderly persons in preventive health care, with the importance of early intervention for disease or deficit prevention measures or in the GCC countries.

الإستراتيجية الصحية الوطنية لرعاية كبار السن في دولة الكويت والخطة التنفيذية لها (2020-2016)[1]

محاضرة قدمتها د/إبتسام الإستراتيجيه الصحية الوطنية لرعاية كبار السن في دولة الكويت والخطة التنفيذية الملحقة بها )2020-2016( لها ستة غايات رئيسية

الغاية الأولى

- تطوير الخدمات الصحية المقدمة لكبار السن بما يتناسب مع احتياجات المجتمع الكويتي عن طريق دعم البنية التحتية وتوفير كوادر الطبية المؤهلة والمدربة واستحداث خدمات جديدة توفر الرعاية الصحية المتكاملة لهم بمختلف مستويات تقديم الخدمة الصحية سواء الوقائية أو الحادة او طويلة االمد والخدمات التأهيلية.

- تحتوي على 11 هدفأهداف الغاية الأولى

  • • تقييم الوضع الحالي للخدمات الصحية المقدمة لكبار السن.
  • • تأهيل مراكز الرعاية الصحية الأولية بما ينسجم مع مبادرة الرعاية الصحية الأولية المراعية للسن.
  • • زيادة عدد عيادات صحة كبار السن في المراكز الصحية الأولية.
  • • إنشاء عيادات متخصصة في بعض المشاكل الصحية الشائعة في المسنين.
  • • توفير الكوادر المطلوبة للعيادات
  • • تدريب الكوادر العاملة في عيادات صحة كبار السن.
  • • انشاء قاعدة بيانات تتضمن كل البيانات الصحية للمسنين الكويتيين بما يسهل ترصد الأمراض والمتلازمات المختلفة في المسنين.
  • • مواءمة خدمات الرعاية الصحية المنزلية بما يكفل تحقيق اهداف الرعاية المنزلية للمرضى المسنين على أسس علمية.
  • • استحداث خدمات تخصصية للرعاية الصحية للمسنين غير المتوافرة حاليا .
  • • تشجيع األبحاث الخاصة بأمراض المسنين لمعرفة أهم المشكلات الصحية للمسنين الكويتيين .
  • • تحسين القياس والرصد والبحوث في مجال التمتع بالصحة في مرحلة الشيخوخه

الغاية الثانية

- تحقيق وتعزيز التعاون الفعال والمستدام مع الجهات ذات الصلة وبعض الوزارات المعنية ومؤسسات القطاع المدني لضمان تحقيق خدمة متكاملة عالية الجودة لكبار السن. - تضم ستة أهداف. تعزيز التعاون مع كل من :  وزارة الشؤون الإجتماعية والعمل.  وزارة التربية ووزارة التعليم العالي.  وزارة االعالم.  وزارة االشغال والبلدية.  المؤسسة العامة التأمينات الإجتماعية  منظمات المجتمع المدني.  جمعيات النفع العام.

الغاية الثالثة

- الإرتقاء بالوعي المجتمعي بما يحقق مفهوم "التمتع بالصحة في مرحلة الشيخوخه" وادماج كبار السن في المجتمع. - تضم ستة أهداف: o إذكاء الوعي بمفهوم التمتع بالصحة في الشيخوخة ووسائل حفظ الصحة وتعزيزها لدى المسنين. o محاربة المفاهيم الخاطئة الخاصة بالمسنين. o تقوية دور القيم الدينية. o تشجيع العمل بعد التقاعد. o اعتماد برنامج متكامل لحفظ الصحة وتعزيزها طوال الحياة، والإكتشاف المبكر لألمراض المرتبطة بالتقدم بالسن بما يتيح التمتع بالصحة والنشاط خلال الشيخوخة. o انشاء أنديه اجتماعية خاصه لكبار السن في كل محافظة.

الغاية الرابعة

- بحث القوانين والتشريعات المؤثرة في نمط حياة كبار السن في الكويت وسبل مواءمتها لتحقيق جودة حياة عالية لهم. - تضم هدفين: o جمع ومراجعة وتوثيق كل القوانين الخاصة برعاية المسنين لوضع مقترح إلصادر قانون خاص بالرعاية الصحية للمسنين بما يحقق مفهوم الوصول إلى أعلى مستوى لجودة الحياة في جميع فئات المسنين سواء الذين يعانون من مرض او إعاقة او الأصحاء النشطاء فعليا . o أخذ خدمات رعاية المسنين بعين االعتبار في المشروعات الجديدة أو المستحدثة .

الغاية الخامسة

وهي بحث سبل تحقيق مبادرة منظمة الصحة العالمية للمدن المراعيه للمسن في احدى محافظات الكويت . وتضم هدف رئيسي وهو: انجاز نموذج لمدينة كويتية مراعية للسن.

الغاية السادسة

 وهي مد أواصر التعاون بين دول مجلس التعاون والإقليم والمنظمات العالمية ذات العلاقة برعاية كبار السن بما يحقق تبادل الخبرات والتجارب الناجحة في مجالات رعاية كبار السن .  وتضم هدفين وهم :  عقد اتفاقيات تعاون مع مؤسسات لها خبره في مجال الرعاية الصحية للمسنين  المشاركة في مؤتمرات خليجية ، اقليمية و دولية ذات صلة برعاية المسنين والمستجدات فيها.

اهم التحديات

1. ندرة /نقص الكوادر الطبية والفنية المؤهلة والمتخصصة برعاية كبار السن . 2. االمراض المزمنة غير المعدية وااأعباء والإعاقات والمضاعفات المترتبة عليها بين كبار السن . 3. نقص او غياب المعلومات الدقيقة والحديثة عن المؤشرات الصحية لكبار السن وجودة الحياة والمسوحات الصحية 4.الحاجة الى المزيد من التنسيق بين الجهات المختلفة ذات العالقة بكبار السن. 5.الحاجة الى تعزيز دور القطاع الخاص لرعاية كبار السن . 6.تطوير التشريعات والبروتوكولات وسياسات العمل.
