For the pension’s scheme, the employee contributes 10% of salary and the employer 15%. The sickness and maternity scheme is 1% of salary from the employee and 4% from the employer. Unemployment is 2% paid by the employer. Regarding the old age pension effective coverage is 33% of elderly, but it is mainly reaching males (62%) than women (8%). In August 2013, a presidential decree announced increase in pensions.
It has been registered that the government provided services, such as free health care, to all citizens, including those in the informal sector, but the quality of services is often poor. Other services, such as social insurance, were available only to employees in the formal sector.65 No contributing to social security of workers who do not contribute to social security is estimated as 43% in urban areas while it is 70% in rural areas.
